PTA Finalizes Framework for Mobile Virtual Network Operators

The Pakistan Telecommunication Authority (PTA) has finalized a new framework to allow smaller companies, known as Mobile Virtual Network Operators (MVNOs), to enter the mobile service market. After consultation with stakeholders, the PTA will soon submit the draft to the federal government for final approval.

Under this framework, small companies will be able to apply for 15-year licenses, allowing them to operate under their brand names and offer customized services. In a major change, the license fee has been significantly reduced from $5 million to $140,000, making it more affordable for businesses to enter the market.

The draft outlines that MVNOs may enter into commercial agreements with one or more Mobile Network Operators (MNOs) to provide services through revenue-sharing partnerships. However, they are prohibited from installing any radio or core network infrastructure. Ensuring high-quality services and seamless connectivity remains a key responsibility for MVNOs.

Financial responsibilities between MNOs and MVNOs are also addressed in the framework. The parent MNOs will pay regulatory fees based on combined revenues, while MVNOs will pay annual numbering charges through their parent MNOs. The initial license term for MVNOs is valid for 15 years, with an option for renewal.

After collecting feedback from industry stakeholders, the PTA has developed the revised draft and made it available on its website. Initially, the authority released the draft in June and invited stakeholder comments before finalizing the framework.
